There is a common view among those who have a responsible income that there cannot be complexity or difficulty with the tax system for those on low incomes. This is misconcieved, as is the idea that the Inland Revenue give priority to the problems of those who cannot afford to pay for advice and who therefore primarily rely on that government department for advice and guiddance.

Our work over the last three years has shown that there is much to be done before the United Kingdom has a tax system devised and managed with the low income "customer" in mind implemented.

Our task is to point out that there is almost certainly a better way of doing things and over the period of our existence we have had some success in getting our recommendations implemented.
