Labour Market Enforcement Strategy 2023 to 2024: call for evidence

LITRG has responded to the call for evidence on the Director of Labour Market Enforcement's (DLME) labour market enforcement strategy 2023 to 2024.

The DLME is seeking stakeholder evidence on emerging issues around compliance and enforcement in the UK labour market.

Currently the 3 enforcement bodies under her remit are:

  • HMRC National Minimum Wage/National Living Wage (NMW/NLW)
  • Gangmasters and Labour Abuse Authority (GLAA)
  • Employment Agency Standards (EAS)

In our response, we tell the DLME that in our view the issues of tax enforcement and labour market enforcement are inextricably linked and cannot be separated. 

We say that HMRC tax are a large and important part of the labour market enforcement landscape – they hold the key to a number of the priority areas requiring action. Yet currently our feeling is that they are not doing enough to protect workers from unscrupulous engagers.

For this reason we would like to see the DLME’s statutory role in relation to non-compliance in the labour market expanded to include non-compliance with PAYE regulations.
